I am a long-time neighbour of the applicant in this proposal, Stubbes Redi-Mix. Their facility on Muir Road is huge and has grown way too big for a rural area, especially since it is located beside a small village (New Durham) with many residents and is also surrounded on its north, east and west sides by farmland.
I am really worried about the dust clouds that come off their stock piles of crushed concrete almost every dry day that has any sort of winds. You can easily see when that dust is happening. Why doesn't the Ministry make Stubbes cover those recycled material piles because I have never seen them covered prevent blowing dust.
More alarming is that the concrete recycling that they do creates silica dust. Silica can cause cancer if we breathe it in. I read the current ECA # 6060-CPYKRQ (ERO # 019-7008. It says that their contaminant emissions include "respirable silica", so Stubbes must know that they are creating it when they recycle the concrete. However, this new proposal for an ECA does not contain anything about "respirable silica" even though they are still recycling concrete. WHY?? Why is this hazardous product no longer mentioned if they are still creating that cancer-causing dust?
