This will negatively impact old sites that are now too close to a town/community. Communities have developed and expanded over the years and old existing waste sites are now too close to them to not have extensive environmental screening that include traffic impact studies. If you want to make this change there should still be a minimum distance requirement of 3km to a town/community still, the same as for new sites.
