The Ontario Solar Canopy Initiative submits that Bill 98's proposed prohibition on mandatory enhanced development standards must explicitly exempt solar canopy infrastructure requirements on commercial parking lots. Solar canopy structures are electricity generation infrastructure regulated under Ontario's Electricity Act — not green design preferences — and municipal authority to require them as conditions of development approval is an implementation mechanism for the province's own energy security objectives.
