• The province could consider providing template agreements to municipalities to offset the costs and workload associated with the encumbered lands agreements.
• Staff support excluding hazard lands or contaminated lands in the list of eligible developer-identified parkland dedication.
• It may be beneficial to confirm that municipalities may obtain otherwise ineligible lands from developers through the development approval process, and may choose to include these in fulfillment of part or all of a parkland dedication requirement, but that otherwise ineligible lands cannot be advanced by a proponent to form part of the Planning Act parkland dedication process where the municipality is unwilling to receive them.
