In Ontario - and across Canada - municipalities demonstrate significant leadership on reducing local carbon emissions and associated air pollution impacts, supporting development within their unique jurisdictions that aligns with community needs including community resilience and affordable operational costs for buildings. Given this, I would like to urge the provincial government to ensure municipalities have the authority to require low-carbon, efficient, and resilient development in their jurisdictions, using effective tools and approaches that have been in use for over a decade with no proven detrimental effects for communities.
Things work best if we can harmonize efforts of the provincial and municipal governments, in ways that enable good policy at both levels. Good provincial policy should enable and not limit local leadership on sustainability.
