I oppose this item ero 013-4235.
On three counts.
1. No longer require facilities with existing toxics reduction plans to conduct reviews of those plans
Elsewhere your site reported less than 1% reduction in toxic substance ... use/reduction. So the facilities you mention are about zero. Meaning nobody needs to plan to reduce toxins.
2. Exempt certain facilities from all future planning and reporting obligations for certain substances
Why not name these substances of which there are upwards of 4000!
Twice the word certain is used ambiguously in item 2. above. Something certain is close too 100%.
I am CERTAIN the proposal will lead to tragedy.
3. Maintain annual reporting obligations for facilities with existing plans
Again this is almost none. All facilities involved in toxic substance must have strong robust plans to protect the human environment as well as the physical environment.
Records of who what where why And in what quantity are essential in a crises. You can ask any trucker hauling hazardous goods to explain this concept to the politicians making this law.
