Municipalities have spent considerable staff and councillor time developing their official plan, by-laws (including zoning) and development approval process. The tool the government proposes to create will enable them to circumvent the above mentioned plans, regulations and process as well as others. Significantly, the municipality will not be required to consult with the public or even inform them that a development site for a businesses is being considered until it is too late for public input - until the decision is finalized. This will effectively remove an individuals right to appealed to the Local Planning Appeal Tribunal. A person can appeal before the approval when, they will not be informed of the projects existence and, when, they are informed of the projects existence they will no longer have the right to appeal. I do not think this is democratic.

Where is the protection for municipalities from the pressure tactics of disreputable business persons? Business people are like any other population, some are principled and some are not. Please, do not make these changes. Leave the rules in place to protect us from the business people who are not principled.
