While the overall gist of the changes to make it easy for development, the primary goal of the document should be affordability and choice for the citizens of Ontario. Housing is expensive because we don't build enough of it in the right places. More development helps but it doesn't go far enough. Provincial legislation needs to constrain the tendency of existing residents to zone out newcomers. Incremental density increases (e.g. single-family to duplex or duplex to quads) should be automatically allowed by right everywhere and it will only get exercised where there is demand.

Conversely, low density housing on the periphery should not get subsidies in the form of new highways and infrastructure. Low density municipalities need to be accountable for their choices and pay for their own infrastructure.
