Require a compilation of a complete inventory of all infrastructures the community is currently obligated to maintain, their condition, an estimate of their remaining life and approximate replacement/ maintenance costs. This will be a real Capital Improvements Plan to contrast it with the standard approach to CIP’s, which is more of a wish list of future projects than a balance sheet of the public’s future obligations.
Include Green Infrastructure (LID's and Urban Forests) as an asset
Require Asset Management Plans, policy and framework to be completed with a GHG emission reduction target and Climate Adaptation lens.
Require Return on Investment analysis
