2.2.1.4 e) is amended by deleting “ensure the development of high quality” and replacing it with “provide for a more”, deleting “, an attractive”, adding “a”, and deleting “, through site design and urban design standards”.
The sub-policy would read “provide for a more compact built form and a vibrant public realm, including public open spaces;”

Comment: This change removes the part of the policy that provides how it would be achieved, thereby making the policy less effective

2.2.1.4 f) is amended by deleting “build” and replacing it with “improve”, adding “and”, and deleting “towards the achievement of low-carbon communities” and replacing it with “to environmental sustainability”.
The sub-policy would read “mitigate and adapt to climate change impacts, improve resilience and reduce greenhouse gas emissions, and contribute to environmental sustainability; and”

Comment: This change uses environmental sustainability to replace low carbon communities. Thereby lessening the specific guidance in the policy (i.e. retaining “low carbon” does not lessen environmental sustainability and retaining low carbon provides a means of measuring environmental sustainability)

2.2.1.4 g) is amended by adding “appropriate”.
The sub-policy would read “integrate green infrastructure and appropriate low impact development.”

Comment This policy changes “low impact to "appropriate low impact" without defining how "appropriate" is defined , thereby making the policy even more vague than “low”

Unrelated to the above. the frequent use of "Transit Station" in the proposed Amendment 1, without defining what the specific criteria are for a Transit Station leaves the reader uncertain what is meant by a transit station, and thereby makes the references to transit stations and the intent of the policy less clear.
