Without US EPA I feel this lake is lost. But efforts on our side should be to monitored and recorded for public record and research. Repairing wetlands along Lake Erie as well as its rivers should be top priority. Creating buffer zones along river ways allowing to renaturalize. Dams should be removed from rivers feeding Lake Erie. Monitoring water treatment plants along these rivers to make sure total P and total N are 0. Maybe even turning the plants on when not at peak times to just filter river water. Inform people to have their septic systems checked or updated it to make sure they are not adding to nutrient pollution. Finding some way to finish the nitrogen cycle in Lake Erie maybe setting up spray fountains.
