On behalf of EDF EN Canada, I submit the following comments:
•EDF EN supports the Ministry’s decision to enable Third-party ownership and behind-the-meter agreements between the customer and third party;
•EDF EN agrees that the approach to enable virtual net-metering demonstration projects is reasonable; and
•All environmental attributes for net metering or virtual net-metering projects should be attributed to the owner of the asset (e.g. TPO).
•Storage is already included in the net metering regulations. EDF EN Canada would recommend that storage also be permitted as part of the VNM demonstration projects program.
•EDF EN seeks to confirm that future virtual net-metering projects outside of demonstration projects would require additional regulatory amendments.
