Upon reviewing the proposed 15 meter property line distance, to me this appears to extreme for residential property owner.For instance my property is 160 feet by 90 feet with the  town bylaw requiring 15 feet separation from the property line. Your proposal of 15 meters = almost 50 feet making my backyard non compliant. I have solar panels mount in my back yard that are ground mount 6 feet high 24 feet long with a solid 6 foot high fence shielding the view of the installation from everyone.The roof option was  was not a good idea because the house sits east west no southern roof exposure. The 15 meter rule would also limit the ability of placing the panels on top of a pergola next to the house.

 My suggestion is to use town bylaws that require set backs approved by town officials, example 15 feet not 15 meters. It seems to me that panel placement should be up to the building inspector and the impact the design as on the surrounding area. Frankly I do not understand if a house is not south facing they should be penalized for not being able to even install panel on the ground and connect to do net metering.
