This is great news! I am glad that Ontario is catching up with most other jurisdictions that already include motorcycles as allowed to use HOV/HOT lanes.
1. A single commuter on a motorcycle is more efficient that almost all cars even with double occupancy
2. Keeps the bikes out of the main highway reducing accidents that block the main highway caused by inattentive drivers who don't see the bikes
3. Having the bikes in the HOV lane will increase awareness for those drivers who will be interacting with the bikes.
4. Being in the HOV lane limits traffic around a motorcycle to only on their right side, reducing the potential to be squeezed between two separate cars
5. The barrier space between the main highway and the HOV lane gives the motorcyclist one more place that is safe where they can escape to in the case of an unaware driver pushing into the motorcycles space.
Thank you
