I disagree with this decision. As a resident Bear Hunter, I have my bear bait more than 200 m from the closest road/trail. I think it is a good idea to keep the bait further from the road so that there is less confrontation between bears and humans. With bait, you hope to have many bears come visit the site. Being so close to the road would make those bear and human interactions more prevalent. I think it would be better to be further from the road and other people who are out enjoying the wilderness. Some people, will be out in the forest without hunter orange on and may be mistaken for game. The further the distance off the trail, the less chance of accidents involving hunters and the public. If the government is only doing this because of outfitter complaints, it should be reviewed more thoroughly.
