Conservation authorities play a key role in hazard prevention but also in the conservation of lands and ecosystem services that benefit the municipalities that they have jurisdiction within and all residents of southern Ontario. Even with considering there other important roles flood prevention cannot be undertaken without jurisdiction over what occurs on land. They way we manage stormwater, wetlands, and forests all impact the flow of water through the watershed. The whole purpose of creating conservation authorities on a watershed basis was to acknowledge this connection between land and water. The important work of conservation authorities should not be curtailed but should be expanded and funded to help communities adapt to climate change.
If anyone is going to have the power to audit the spending and programs of conservation authorities it should be the municipalities who asked for them to be created and are their primary funders.
