Dear Mr. Grove-White:
Thank you for the opportunity to comment , and, rather than increase density at this stage, the freed-up land is used to accommodate lower-density housing forms that do not align with the Growth Plan’s direction for compact, transit-supportive communities. Given that this Methodology is intended to result in less land consumption than other approaches, the Province may wish to monitor these practices in relation to the municipal setting and implementation of designated greenfield area density targets.
We have also encountered cases in which employment area lands have been converted to residential uses on a site-by-site basis, rather than through a municipal comprehensive review. While Growth Plan subsection 2.2.5 is clear on the process by which an employment area conversion must be undertaken, the Province may wish to monitor these local-level conversions as part of Growth Plan implementation monitoring.
