I am a long-time resident of the Queensland Park neighbourhood - over 50 years. Blanco's operations on Jutland Rd abut Queensland Park. Residents live across from and near the small park. Quiet industry has been operating on Jutland for as long as my family can recall. However, we do not recall ever being disturbed by environmental emissions from Jutland's industrial establishments until recently, specifically: smells by Lush, which thankfully have essentially been resolved; & Blanco's noise emissions which we first noticed and started reporting to the MOE on a regular basis since 2016/2017. It appears that in and around 2014/2015, Blanco constructed a large addition to its operations but without what appears to be any consideration to the noise emissions impacting nearby neighbouring residents, including no berming or other design features to mitigate the noise emissions from its expanded operations for nearby residents and users of the park. Since then my family's quiet enjoyment of our home including our garden have been constantly disturbed by noise emitted by Blanco's operations during the day & well after 7PM & throughout the night, often 7 days a week. The main noise emission which I have been reporting almost nightly to the MOE's noise complaints line sounds like a clanging noise & which repeats itself about every 30 - 50 seconds. It is sometimes so loud that it awakens us from our sleep or disturbs us in our home to the extent that we need to close our windows and thus are denied enjoying the fresh air in the Spring through Fall months. The noise emissions can be heard from within our home, while we are in our garden and from our driveway. The only reprieve we have is on Sunday's when Blanco's operations appear to shut down until they gear up again between 9 - 11PM on Sunday evenings, and then sadly the noise emissions resume. In discussions with the MOE, I understand some of Blanco's noise emissions may possibly be due to an air filtration system which "clangs" when it tries to clean up dust particles in the air - although I am unclear whether this has been determined definitively. In addition, at times some of its machinery is operated so loudly that it creates a loud humming/whirling sound. I have 2 years worth of email and noise recordings, some of which I have already shared with the MOE, to attest to all of this if that would be off assistance to you. I made efforts to contact those who might be able to explain the application to me, but I did not meet with success on that. So, I do not understand what Blanco may be seeking with this application, but I am extremely concerned it may be seeking approvals to operate in an manner which may exacerbate the issues mentioned above. In assessing Blanco's application to the MOE, I respectfully request that the MOE (i) work with Blanco to address and resolve the existing noise emissions described above; (ii) give serious consideration to & conduct new independent studies to thoroughly assess & understand the impact on neighbouring residents and to order applicable noise mitigation requirements; and (iii) if all else fails, require that Blanco cease operations from 7PM through to 7AM, Monday - Saturday, with no operations on Sunday.
