Conservation Authorities should not be allowed to comment on Shore lines. This should be left to the province. They do not have qualified staff. They require peer reviews on engineers reports costing landowners thousands of dollars. They deny applications with no real reasons. They make landowners go to the lands and Mining for appeals. I know of no appeal that passed in favor of the landowners. Then it cost thousands more to go to an Ontario Court. This process is unfair and not within the red tape reduction mandate. Conservation authorities have been active maliciously and over stepping their authority. The wording needs to be clear. The lack of qualified and uneducated staff of conservation authorities is well known. Permits are out of the scope that these authorities can handle in reality.
