Conservation authorities must focus on flood prevention.
Where hazard mapping is done, the conservation authority must work with the municipality to first prevent the flood from occurring to protect people and property.
For example, if there are municipal drains or culverts in the floodplain, all efforts should be taken to ensure that drains are maintained and culverts upgraded to avoid flooding.
This should also apply to wetlands designations. All efforts should be taken to ensure that wetlands are not designated in areas that have flooded due to increased development, industry, or lack of management of drainage systems.
