Comments re: Modernizing conservation authority operations - Conservation Authorities Act

1) That conservation authorities be prohibited from advertising their so-called services. In recent, local radio ads, the listeners may have felt legally compelled to consult with a CA before beginning a project, thus inadvertently entering into agreement with the CA, and coming under their jurisdiction. This is essentially entrapment.

2) The Conservation Authorities must return to their original (core) mandate (flood control and warning) and be curtailed from achieving their ever-expanding, self-perpetuating goals.

Much of their flood mitigation work could, in fact, be done more efficiently by the local municipalities. Their involvement in clean water and soil stewardship programs should also be carried out by the private sector, or existing groups which represent the farmers and private property owner.

3) Finally, since CAs are purportedly operating in the best interests of the general public, any "required" work done by CAs on private property MUST be publicly funded - or not done at all. This is supported by legal precedent which found that where a public good or service impacts a private property owner, the property owner must not be constrained to bear that cost him or herself.
