The Government of Ontario's proposed changes to the Ontario Heritage Act contained in Schedule 11 of Bill 108 were developed too quickly and without adequate participation of Ontario's cultural heritage sector.
As a result, the proposed changes are seriously flawed, reflecting only limited stakeholder views, and none of the expertise of the heritage sector in Ontario. They will not address the problems that have been identified in that sector.
Schedule 11 should be withdrawn from the Bill in order to provide time for a balanced review of the OHA.
A targeted consultation process-involving key stakeholders should be undertaken to address improvements to the Ontario Heritage Act – in particular to the approval processes.
