Black bears are not a benign animal when it comes to interaction with humans. It seems to me that any regulatory action that has the effect of bringing them closer to non-hunting users of rights of way and recreational trails is not a prudent approach to management in the interests of "all the people of Ontario". No valid case has been presented for changing this regulation.
