If I was to be honest I do not believe in Bear baiting to begin with. Not at all sportsman like in this day and age what with all the technology out there. It's from the many years ago when such technology did not exist. If you however, continue to use these archaic methods they need to be monitored far more closely. Plus far away from all areas conducive to human recreation, habitat etc. You set up these animals for no future at all by making them far more dangerous to the general public. I lived in the north and gave seen the stupidity of human behaviour in Bear baiting and otherwise. Humans break every rule ever put out fir them and greed is forefront in hunting as well. Stop the insanity before people are at risk and you are making wildlife as well dissapear rapidly with these ridiculous proposals.
