I strongly object. Why would you consider increasing the odds of human/bear encounters? Has the ministry abandoned their opinion that human/bear encounters should be limited as much as possible? Hunters should not be baiting bears anywhere near highways, walking paths or hiking trails or camp grounds. In addition, the high powered rifles used by bear hunters are dangerous to 4 km or more. It's not only the bears the public would have to watch out for, but the activity of the hunters could spell disaster on it's own. Increase the distance baiting is allowed, not decrease it.
