I can not believe that you are sacrificing the safety of the public so that it would be easier for hunters to get at the bears. Baiting 30 meters to a road let alone a public trail creates an unsafe situation for humans. You are bringing the bears in closer and if someone is walking on a trail their ability to escape a charging bear will be severely reduced. And we won't even mention the vehicular accident increases between man and bear. Or worse, the number of people who will try to stop and take pictures or try to feed these bears if they come close to them. I have only read and heard about what a bear can do to a adult human and it is horrifying. I am not sure why the distance has to change for baiting - unless hunters are becoming less skilled??
