I feel like dumping attractants is a bad idea in the first place. It teaches animals to look for garbage and human food for consumption. It habituates animals and can attract domestic animals and encourage wandering. I feel it's a form of littering as well.
Baiting in anyway is lazy and not hunting. You might as well shoot your neighbours dog for the sport it actually is.
As for moving bait sites closer to human activity it increases all the problems mentioned above.
I totally disagree.
