I think this is a good idea. I understand the distance with the houses and buildings. I know it is getting harder and harder to get people out because of their age. No one in their 60's want to walk in through a bush 200 meters to hunt a bear that may run another 200 meters further after a shot. They aren't able to get it out and a lot of people have a fear of getting lost at night. I think by reducing the distance their would be more people enjoying the bear hunt.
Also i don't see a lot of people setting up a bait 30 meters away from a road. Bears would be nocturnal, Tree stands and cameras would be vandalized, and other people would use your site. I think that people would still go further into the bush as long as they were physically able to.
