The proposal is so broadly written it is difficult to make a constructive comment since any details that could be supported/criticized are not present.
I would suggest that in the case of a necessity to reduce the number of antlerless tags due to any of the noted conditions, that the option of anterless tags for the "bow only" season be considered as an alternative.
As noted in the proposal, bowhunting has less effect on the size of the herd, so "bow only" antlerless tags, in WMU's that do not currently have a bow only quota (through a controlled hunt), would still provide the "opportunity" if a hunter chooses to bow hunt while having less of an impact on a (distressed) herd.
