Allowance should be made for nude beach use. Currently the only option (other than private resorts) is Hanlan's Point in Toronto. While it is a wonderful beach, it is not very accessible for people who live outside of Toronto.

The experience of the City of Toronto shows that Hanlan's Point had no more problems than other beaches. (Report from the City of Toronto attached)

Having a nude beach (or more accurately, a clothing-optional beach) is popular with tourists and is of interest to 14% of Canadians. (link to survey results included)
