I totally agree with the "ghost hunters" change.
Not sure if all these proposed changes will improve on quotas and population.
This is getting very complicated and definitely not easy to follow. It almost seems that we are trying to discourage big game hunters from doing it on their own and have to use outfitters.
Just my humble opinion.
