Changing the allowable size of a party permitted to hunt moose on a single tag will create much hardship in many camps where there are more than 10 members or owners. Individuals will suddenly lose opportunities they have spent years working/contributing towards.
There should be a means of balancing the number of tags awarded to northern residents vs. residents. Many hunters travel hundreds of kilometers or more and spent many hundreds of dollars or more per year in order for the opportunity. Southern residents should have an equal opportunity to the tags given the efforts made to harvest.
