First of all the concept of " hunt but not harvest" just means more people in the bush with guns. We hunt in areas 2,3,4 and 5 and there are way too many people hunting there as it is, most from Southern Ontario. And the giant groups just infiltrate and take over a whole area and feel entitled to the whole area, with guns in their hands!
Second the paper tags are not a good idea, as you will find out quickly enough.
You say there will be no more group allocations. Maybe consider eliminating the giant groups and let those of us that like to hunt with four or less submit as a group.
The concept of license but no tag is interesting. Especially with the option to forego a tag one year while not losing points. And the option to be in the random draw after having a tag the previous year. I know some folks who have applied and not received a tag for over a decade. Hopefully the points will be retroactive.
And perhaps you could start to make an email list of interested hunters who would like to be kept informed of with proposed changes to the hunting regs or do a better job of making the public information meetings better advertised and for sure to be held in Kenora as one of your stops.
