1. The City recognizes that significant reductions in phosphorus input to Lake Simcoe are desirable and endorses the concept that these reductions should be shared by all contributing sectors. 2.The proposed reduction in sewage treatment plant (Wastewater Treatment Centre (WWTC)) limit for Orillia will require a significant investment for the addition of tertiary treatment. 3.Given the extraordinary nature of this new requirement on an existing approved facility and that there is Provincial and Federal interest in the Lake Simcoe Protection Plan it is necessary for the senior levels of government to be substantial funding partners in the proposed facility upgrades. 4.Following major treatment plant upgrades, the Strategy should provide reasonable protection from further regulatory changes based on new technologies which may be developed.
