Thank you for the opportunity to provide comments on the proposed changes to the Provincial Policy Statement (PPS).
Staff have reviewed the proposed changes with Council and wish to provide the following comments:
Generally it would appear there will be a limited direct impact to Algonquin Highlands as a result of the proposed changes, however, polices related to the servicing hierarchy of the PPS continue to be of a concern.
The PPS continues to identify private communal services in the servicing hierarchy as a preferred alternative when municipal water and sewer services are unavailable for multi lot/unit development. Communal servicing is a concern as a Responsibility Agreement would need to be entered into with the Township. Should the system fail it would then become the Township responsibility to repair and maintain the system which would most likely be an expensive undertaking.
Proposed policy changes to permit aggregate extraction in significant natural heritage features subject to rehabilitation in the future is also of a concern. In the absence of a set timeline on the rehabilitation works, the original damage to significant natural heritage feature is likely to be beyond the ability to rehabilitate to its original state.
Additional consideration on these matters is requested.
