I think its a great idea that MTO assumes authority and responsibility for the execution and enforcement of emissions and emission tampering and / maintenance. However, MTO's mandate is currently for heavy duty vehicles, with the cancellation of the Drive Clean program for LD and a change to RGVWR from GVWR to determine LD or HD, what enforcement will their be for Light duty vehicles? It seems like the LD aspect will be missed, which also has a high tampering field, or poor maintenance. Trucks are not the only problem regarding emissions and emission related issues. Maybe the heavy duty mandate should change to include light duty enforcement of safety and emissions.

Training several hundred officers to conduct emission inspections seems that only a plug and play type approach, as there are so much details, factors, and issues that are present for tampering and not easy to learn in a few days of instruction, years of knowledge, building up experience is vital to its success if you want to enforce it properly, otherwise I fear a simple approach will miss most violations.

I would recommend that officers for MECP be transferred and continue to apply their knowledge and skills to aid in enforcement either as MTO Officers, or along side of them in some form or capacity as a speciality or more in depth enforcement approach beyond MTOs abilities.
