You absolutely cannot set fines per contravention rather than per day. A maximum fine of several hundred thousand dollars is perfectly easy to pay for the large companies that are most likely to pollute-- and therefore, under these new rules they are likely to take fewer precautions against spills.
Setting fines per day both increases the total fines paid per contravention and encourages companies to end spills more quickly.
The proposed change is inexplicable.
