I think eliminating daily fines for pollution is a mistake. Only having fines-per-incident will remove any incentive for the guilty party to stop what they are doing, or reduce the timeline of the offence.
Let's increase the baseline penalty amount, sure! Have a large fine regardless. But also, add to the fine as time passes.
Let's use all available tools to curtail pollution. Think about the long-term health of the air, the water, the land. We breathe that air, drink that water, and grow our food on that land.
Pollution is crime. Be tough on crime!
Spending time & money to stop and PUNISH polluters is a good use of public resources.
