When trying to solve a problem , look at the root cause. The objective is to fast track permit process. Where are the delays? Applicable laws are the root cause of the problem . An administrative authority (AA) cannot bypass applicable law. So obviously AA cannot be a solution
How does an administrative authority get through site plan process quickly?
What enforcement power does an AA have if the builder goes rogue?
What is the process to be followed if a builder stops co-operating with an AA.
What is the role of the City inspection officials if an AA takes responsibility for a project? Will there be another eye to overlook all aspects for integrity?
