This is an excellent and environmental friendly proposal as it will remove the duplicate efforts both from the part of the industries and the enforcer.
Conditions of ECA are quite comprehensive and adherence of those conditions will automatically mean all MISA conditions will be followed anyways. Sooner it is implemented better it would be from all angles.
