We have come too far to regress and allow decision making to be in the hands of one person compared to a committee. I am further alarmed there is consideration to allow pesticide tracking to be reduced while relaxing the cosmetic use of pesticides.
There is a reason we hate having such trouble with bee colonies and the aforementioned is of no benefit.
