Dumping of soils needs to be regulated at a provincial level. This has been a bit of a hot potato issue as responsibility gets passed back and forth between the province and municipalities. Sadly, once a municipality closes its loopholes, dirty soil dumpers then shift to another municipality that has not yet closes loopholes. I watched this happen at a dirty soil dumping site on Lakeridge Road which the company responsible for the dumping said was an aerodrome. Finally it was regulated by the Municipality. Now that company is dumping elsewhere.
