Dear Sirs,. With horror I read about this proposal which intents to "control" animal population. In this century where we are supposed to be civilized, I think your smart minds can find another less cruel and unfair way than give the people the power to play God and destroy cowardly (because who has the gun has the power right?) living creatures. If there the population of black bears is low in other regions, can you just transport some to that area? Turism? For money are you going to favor such despicable "sport". Shame on who is proposing this
