I am not in favour of a spring bear hunting season. The negative issues around hunting when young cubs are dependent on a mother is a serious ethical issue. Your restrictions are on not hunting a female if she has her cubs with her, which is insufficient. What if they are a short distance away or being left somewhere safe for a short period of time. Please reconsider this decision.
