I agree with the proposals as printed. Having resident outfitters who cater to guiding/outfitting resident bear hunters has been a long time coming and will remove the unfairness and competition between those outfitting resident and those outfitting non-resident bear hunters. hopefully there will be a fee assigned to outfitters who wish to outfit resident hunters as well.
