When species like black bears, at the top of the food chain are targeted by provincial regulations that allow them to be culled, the inevitable result is collateral damage. In this case, a spring bear hunt will, with certainty, leave orphaned cubs. Not a good plan; and not a good PR future for your government either, when press photos expose the sorry plight of baby bears.
