The proposed changes to black bear hunting regulations, specifically the requirements to have non-resident property owners use a guide service, are not justified. The only positive economic impact will be observed in the bank accounts of the government regulated guide services. Even if this specific change will open up more licenses to other categories of hunters, the overall economic impact will be negative when considering the non-residents selling their property or letting it go into dormancy.
