With the horse already out…

With the horse already out of the barn it is too late. The Federal government should have done something many years ago to prevent the spread of invasive species. I agree that all boat operators can help in preventing further spread of those invasive species the best they can however there should be
a serious notification and grace period to get all on board. Fines should be a last resort.
Those who knowingly import or are coming from foreign countries who by the nature of their activities could bring in invasive species should be fined heavily as they are the reason in the first place we have this issue.
