I owned and lived on a 100 acre farm in Ayr for a number of years. My concern is the lack of adequate monitoring/ inspection. I was made aware of certain alleged practices that were not in compliance to rules/laws but had a low risk of detection. For example, digging below the water table and in filling etc. You need more inspectors and greater penalties for non compliance otherwise the proposed changes may result in more environmental issues/concerns.
