The exemption for "small businesses" from some of these proposed regulations should be removed. "Small business" is a vague idea and the category could be mis-used by large companies. Regardless of a business category, water-taking impacts entire communities and so I support putting communities in charge of allowing water-taking.
This package of regulations looks like a step in the right direction. Thanks.
